Political Exile is now possible on members of another village. This helps a village enforce their law. Previously, exile was only possible on a citizen of the village. Being exiled prevents one from entering that specific village only, unless unregistered. If unregistered, it sends the exilee to Salachar, the kingdom of filth.

If the ability is abused it will have to be reverted.
