Information: Continuing a Multi-Staged Quest
... 99.10.11Continuing the quest "The Letter" might become impossible if you begin any other quest, because a character can only be involved in one multi-staged quest at a time. A server update will be made to allow participation in multiple quests at the same time. However, it is not available now. So if you are beginning "The Letter" you must not begin any other quests in order to continue "The Letter." Beginning another quest can happen by accident. If you click on the name of the quest in the mundane's menu, you have just begun it.
This also affects the quest, "Riona's Greeting," and the tutorial which are both multi-staged.
